Our January guest is Tom Palzer on Repealing Top Two. Proposition 14 (Top Two Candidate Open Primary Act) was passed in California in 2010. It restricts the general election in California to the top two vote receivers in the primary election, even if they are from the same party. All other parties candidates are not even on the ballot in the general election.
Tom Palzer has thirty-two years of experience as a long-range planner working with and advising elected and appointed officials at all levels of government. He is a former Deputy Director of Operations with the State of Illinois-Chicago Area Transportation Study (CATS). Currently, Tom has taken on the task of Chairman and State Coordinator for an Initiative to Repeal the Top Two Candidates Open Primary Law for placement on the 2018 general election ballot.
