Last week, Governor Rick Perry added transportation to the 'call' for the special session. SJR 2 already passed the Senate Finance Committee unanimously, and the House version of it, HJR 9, is up for a hearing in House Appropriations Committee June 20 in Rm E1.030 @ 10:30 AM. These bills would raid oil & gas severance tax revenues that fund Texas' Rainy Day Fund (the emergency fund, which is also critical for maintaining Texas credit rating) to partially fund state highways (an estimated increase of $900 million/yr when $4 billion is needed). Neither bill has ANY protection from this money being used to build DOUBLE TAX toll roads - which TxDOT has done HABITUALLY!
The problem with this is that it continues the legislature's stubborn refusal to END the raid of our existing roads taxes (gas tax and vehicle sales tax = $4 billion/yr) as they seek another source of revenue that doesn't require ANY fiscal discipline or truth in taxation to ensure the road taxes we already pay get allocated to roads.

Sen. Robert Nichols and Tommy Willliams, two
pro-toll bad guys, along with Governor Rick Perry worked the deal in a backroom just prior to Perry adding transportation to the 'call.' The additional $900 million is still $3.1 billion short of what TxDOT needs to get back to pay-as-you-go, FREE roads. So this oil & gas tax raid will necessitate MORE TOLLS since it's insufficient to solve the long-term road funding problem.
Tell your state lawmakers to:
"PROHIBIT ANY State Highway Fund money from being used to build TOLL roads. When a road is paid for with tax money it MUST be a FREEway, not a tollway - which is a DOUBLE TAX! ALLOCATE ALL EXISTING ROAD TAXES (gas tax, vehicle sales tax, tax on auto parts, etc.) to roads & get us back to pay-as-you-go FREEways."
