I does not seem that there is a single area in London that IT companies congregate. 

Typically financial companies are based in the City of London.  Media companies are based either in Shorditch or in the West End.  There are lots of startups in the old street roundabout area (Silicon Roundabout).  There are quite a few tech companies in the Victoria area too.

Many big corporations have large sites in areas Like Reading (Oracle, Microsoft, etc) although it seems common to also have smaller offices in London too.

So you could argue that the special area is London itself.
