The last sentence of the report says that buildings occupy the former runway meaning there wasn't any runway or not enough to be seen. At that point the railroad tracks were his only option.

 I'd like to know why the old runway is even shown on the maps. The controller went by the info he had. The time wasted looking for the Bethpage runway cost the pilot his life.
