Start here:­

If you're planning on doing any serious amount of development, it's highly recommended to run WordPress locally. It saves you a lot of time using FTP to upload changes to a "live" WordPress install and it's usually easier to track down problems.

Even if you're not doing development, you can run WordPress locally to test configurations, plugins or themes prior to installing them on your live site. This minimizes down time for your viewers.
