I think, metrics are a very interesting topic in general. Lots of aspect of scrum employ heuristic measurements of various sorts. (Think about the burn chart and so on.)

​Scrum doesn't not include velocity as a metric. Scrum doesn't include any metrics, use the ones that you find effective and valuable Scrum is neutral.
