You are very much correct.   If you read all the guidelines and information in the National Poultry Inspection Program (NPIP) guide,  you will see what they mean and how all the different types of diseases can be carried from coop to coop from farm to farm.   When all of your bird are vaccinated and tested each 60 days,  then you can derease the hight risk,  but it does not guarantee that it can not still happen.
 
Be careful who come and check on your flock.
 
Read all the guideline for BioSecurity,  www.biosecurity.us.gov for your flock.

I wasn't going to say anything until someone mentioned about a good opportunity for small business. By having someone come over to your place to check on your chickens your risking the health of your birds. Lets say someone goes to check on flock A then goes to your place to check on your flock. What happens is flock A is not healthy? your flock will get what ever flock A has AND if the person who is checking on others birds that person can bring stuff back to their flock.
