I use Gedit on Ubuntu. Back when I used Windows I loved Notepad++.

That said, if they're new to programming I'd recommend something like Notepad++ (for Windows) or gedit (on unix): vim's learning curve might be steeper than Python's =) Something with syntax highlighting and tabs-insert-spaces is probably fine.
