Here are some sites where you can play mahjong online.

Mahjong Time - One of the biggest online mahjong sites that is in English. They play Hong Kong, MCR, American, Riichi, European Competition, and Taiwanese.
Ron2 - Everything here is in Japanese. It costs like 500 Yen /month, but is free to try. Check out this tutorial to learn how to navigate the page. A lot of the Japanese professional players play here. Only for Riichi.
Tenhou - Also in Japanese, but free. Check out this page to see how to navigate it. Only for Riichi.
Yahoo Games - They play a weird combination of Chinese and Hong Kong styles Free to play.

We just welcomed two new players at Ann Arbor meetup this evening. We were talking at the end about various mahjong games (phone app, online game, etc) and there was a talk about this flash game. So here's the link. It's only against computer, but it plays very nicely, and does not allow open-tanyao (all-simple hand has to be fully closed)! It offers a very minimal set of instruction for how to play, but has a full list of Yaku's.
