This appears to work like the second stage of a 2 stage MasterCool evap cooler (now defunct). The evaporation of water that produces the cooling effect takes place inside a plastic heat exchanger so the outside of the hx gets cool. Outdoor air then is blown over the hx and the cooled air goes into the house. Nothing new here. The question is if you can get enough cooling out of it to cool a house in Phoenix.
