The graffiti "Question Everything" is missing a question mark.

Er, no it isn't. It's a command, not a question, and it isn't correct to put a question mark after a command. And just to be even more pedantic, the singular for "graffiti" is "graffito". Yes, your Organiser is a Grammar Nazi.

.....but without a question mark it is breaking its own command!

Perhaps it means, "You must question my command to question everything, and you must also obey my command to question everything." It's like a new variant on 'oderint dum metuant'. An enlightened authoritarian might think this improved his chances of getting good advice from his minions. More likely the intent is ironic.
