The Bureau appreciates your cooperation in the resolution of these crimes. Your continued cooperation is appreciated, and will be reflected in terms of the ongoing investigation. 

The involvement of Uriah Bishop in the pigment trade is of interest to us. While the conventional mechanisms of US jurisprudence will fail to account for Bishop's actions, your intelligence is extremely useful for future operations. However, you have failed to provide traditionally actionable intelligence regarding your other accusations. While Terrel and Squib's meteoric rise to prominence has given some in the Bureau a degree of pause, nothing you have so far indicated clearly implicates them in any crime. Their purchase of strychnine, while alarming, can be accounted for by pest control concerns. We request additional information linking T&S to Bishop's operation and the processing of 'Pigment'. Furthermore, while your conjecture that Bishop is linked to the increase in coastal cult activity is alarming, we find no direct evidence of such an attachment. Please elaborate on this situation.

We have sent specially prepared agents to the site that you outlined in your memo. We are alarmed. A further sweep of NYC identified 2 other sites (A unit of the Marcy Projects in Brooklyn, and a tenement house in the South Bronx) that exhibited similar symptoms. Agents in Oakland, California and Camden, New Jersey also report similar phenomena. Attempts to enter the properties have been repelled.

We hereby request that you continue your work, and endeavor to bring actionable intelligence before us. The US legal system is not sufficiently equipped to litigate against PLEs and 'Shadow-class Red' entities. More concrete links between the pigment trade, T&S, Uriah Bishop, and the increasing cult activity will be appreciated. If such intelligence is produced in a timely fashion, the dismissal of your charges can proceed.
