Hi Brian,

I haven't done a huge amount in this area but I do use the DevExpress controls a lot.  They have really good support for theming compared to a lot of other offerings.   

Their WPF controls have a really powerful (albeit complex) theme editor which you can download from their website and they had some blogs or videos on UI theme customization using their tools about a year ago from memory.

Just about everything I can find online is dealing with web UI or software to use for web UI development. I work in a .NET development house which uses WinForms chrome and currently implementing DevExpress' (https://www.devexpress.com/) tools.
