Yes, and thank you for your suggesstion on a vet.  A letter to the City of Lafayette may be helpful as well.  Its getting them where it'll hurt them to make a change - like most things in life.

I agree about poor Spork.  I went through this with my dachshund, Boomer, a few years ago.  Thank goodness it never went to this level, but it ended up costing me close to $500 and three court appearances.  This is just disgraceful and I sincerely hope Jasper Animal Hospital goes out of business for this.
