Interesting. 
 
My first thought was: there's going to be a fair amount of efficiency loss going through all that ductwork. 
My second thought was: you may make up for that loss by the fact that you can use a better turbine (one that doesn't have the compromises needed for capturing the wind directly).
 
If that's the case, then having an easier-to-build, non-moving structure; would make this a winner.
