 First approach the man and ask if you could help him with his dog since it looks like it needs help. don't get upset firsthand. If it was me, I would have approached him and called the cops, instead tell them this man was getting violent with you, since saying he was hurting a dog would not get the cops there( its the truth). I sure he is a mentally ill person or a addict.
 
I am surprised (well maybe not ) no one tried to help you or make sure you were ok after being harassed by a homeless man. If all else fails, tell him you will give him money if you can take the dog, only a suggestion.

Unfortunately, the man caught on, turned around and charged her way.  She ran back to the place she was leafleting - Whole Foods in Westwood Village, and didn't turn back.

I only wish I could have made it to help, from the sound of it - it seems like she followed the man for 40 minutes trying to figure out what to do.  She determined she shouldn't approach him because he was kicking the dogs and yelling.

We reported it to the police, and the humane officers (who said they wouldn't be able to respond for 3+ days).  For future reference - does any one know what else can be done in a situation like this?  It seems like a violent character like that would really need someone with a badge there...

If anyone is in the area, she last saw the man north west of Weyburn and Gayley.  He is a caucasian wearing gray and red, had gray hair and he had two dogs.
