Another significant portion of NYC's public trash cans are managed by the Parks Department. I just checked with their GIS team and they don't have an inventory of the agency's trash cans or their locations, unfortunately. This is partially because very few of the cans are tethered down, and their garbage collection process is far less structured than Sanitation's. 

Pushing Parks to collect and publish this type of info could be really beneficial to Emrals (and everyone in the city of course) since many of our parks - usually at the entrances - are "hot spots" for illegal dumping, ie, trash that you normally would have to pay Sanitation to collect, such as debris from remodeling houses.

As per the NYC Open Data Plan, DSNY does have this info, and plan to start publishing quarterly updates in 2016.
