$600 for a functioning website to which you only have to make minor modifications and set preferences is cheap. Programming for the many features this product contains would be many, many times the cost.

Cpanel is a separate animal: it is used to manage features available to your website from your hosting account, not necessarily your website. As far as uploading this program to your web space is concerned, you need to find out whether you have shared or dedicated hosting; if shared, you may need permission from your host to upload the files.
