S.3212: A Step Backward
for Voting System Transparency
S.3212, introduced by Senator Dianne Feinstein (D-CA) and Senator Robert Bennett (R-UT), would allow electronic "verification" records for electronic voting machines, would permit meaningless audits of federal election results, and could stifle the publication of important information about voting system security.
If S.3212 becomes law, elections in many states would still depend on the trustworthiness of computer software. This bill also fails to require hand audits of federal election results, and contains other measures that could set back years of progress toward transparent and trustworthy elections.
Senator Feinstein and Senator Bennett are the chair and ranking member of the committee that oversees federal election law, so this bill could become law one day - unless Senators hear a clear message that it is not acceptable. Even if S.3212 does not advance in this Congress, Senator Feinstein and Senator Bennett may see it as the starting point for legislation in 2009.
They need to hear from you now in order to make sure that future federal legislation advances, rather than reverses, progress toward verified voting.

Bad Electronic Voting Bill
Congress has stood idly by while states have done the hard work of trying to make electronic voting more reliable. Now the Senate is taking up a dangerous bill introduced by Senators Dianne Feinstein, Democrat of California, and Robert Bennett, Republican of Utah, that would make things worse in the name of reform. If Congress will not pass a strong bill, it should apply the medical maxim: first, do no harm.

A Tale of Three (Electronic Voting) Elections

This opinion piece from the New York Times sums up three problem electronic voting elections and the lessons learned from each. It makes terrific arguments for software scrutinized by neutral experts, voter verified paper ballots, strong audit laws and comprehensive hand recounts in close elections.

Check That Vote
A 2007 study co-authored by the Brennan Center for Justice at New York University School of Law found that most of the 38 states with voter-verifiable paper trails did not even require audits after every election. The states that do have audits do them inadequately.
Supporters of honest elections won an important victory when a majority of states enacted paper-trail requirements for electronic voting. But those paper trails will have little value unless they are backed up with audits that are able to detect errors and fraud ? and to ensure that the candidate who gets the most votes wins.

Open-source electronic voting

The Open Voting Consortium advocates the use of open-source tools to provide election officials with accurate electronic voting systems. They say this system will save countries nearly 90 percent of the cost of current electronic voting machines. They are currently concentrating their efforts within California. The group hopes to soon announce adoption by at least one large county in the state and perhaps be in a position to provide services to the entire state in time for the 2012 presidential election.

A full six members of the Federal Election Commission took their seats and announced they were back after a strange, seven-month hiatus. In their first official action, the commission elected a new chairman, Donald McGahn, who previously served as the lead lawyer for the House Republicans' campaign committee and handled legal work for former House Majority Leader Tom DeLay (R-Texas).

On Dec. 3, 2002, Georgia Secretary of State Cathy Cox?s office faxed documents to the then-president of Diebold Election Systems Bob Urosevich listing a series of issues that occurred shortly before the November 2002 election.

Documents provided to Raw Story whistleblower close to Cox?s office show that one of the key problems Georgia officials were trying to resolve was related to an unauthorized patch installed on machines prior to the election.

Humboldt County Introduces Pilot Transparency Project
The Humboldt Transparency Project, a pilot program which officially kicked off last week, aims to allow anyone in the world the opportunity to access images of every ballot cast in an election, which can then be cross-sorted and tabulated by anyone who wants to conduct a recount from the comfort of their own home.
According to Humboldt County Registrar of Voters Carolyn Crnich, the vision is simple: After the ballots from an election are counted and the results certified, an image of every ballot cast in the county would be put on line. Sorting software would let people view the ballots by precinct, district, race or ballot measure to recount as they see fit.
It's kind of like leaving the full power of an election audit at the fingertips of anyone with Internet access. That's the vision, anyway.
County rolls out first-of-its-kind election audit tool

Public Campaign Supports S.223
Public Campaign, which supports public funding of elections, is asking citizens to call their Senators asking them to support S.223. This bill would require Senators to file their campaign finance reports electronically, as the House already does. A small group of Senators are opposed to the bill and have tried a number of obstruction tactics to stop the bill, and keep voters and watchdog groups from having quicker and more efficient access to information about where their elected officials were getting their campaign cash.

Saudi Arabia is to build five modern prisons in the kingdom to replace US Guantanamo detention facility, a new report has revealed.
Jordanian daily quoted unnamed sources as saying that US Central Intelligence Agency (CIA) and Saudi officials are cooperating to construct the prisons which are to replace Guantanamo and US secret prisons in Europe.
