I work in the Public Defender’s office, which provides legal support to homeless clients. My mother-in-law Marybell works in one of the County's many Family Resource Centers, which deliver essential services like CalFresh (food stamps) and MediCal to San Diego families in need.  Many of my co-workers are also second and third generation employees, who have chosen to follow in the footsteps of parents and grandparents with a desire to serve their community. I have two young sons, one of whom suffers from a chronic condition that requires expensive medications to keep at bay.   Unfortunately, many County workers’ families have been forced to rely on the very services we provide at work. Without the support of the County, my mother-in-law and her husband, and my own parents, my husband and I would be unable to support our children...even though we both work full time jobs.  It’s time for a change in San Diego County. Everyday, I see public services across the County suffer from understaffing and too little support. The County has neglected those services that keep our seniors independent, our children healthy and our families safe. Please get as many of your friends and family as possible to come out for it. The San Diego-Imperial Counties Labor Council and several community organizations are supporting the event, and union members, family and friends of union members from many area unions are expected to turn out for it. The event is called by Service Employees International Union (SEIU) and by United Domestic Workers/American Federation of State, County, and Municipal Employees (UDW/AFSCME). SEIU represents over 9500 county workers in dozens of jobs from public health nurses to environmental health inspectors to clerks to eligibility workers and in all County departments. UDW represents home care providers in the In Home Support Services (IHSS) program. County workers are facing an employer that has $700 million in unassigned cash reserves, but is crying "recession" and pretending it cannot afford even minimal cost-of-living pay increases to keep up with inflation. The County management also wants to slash a number of important worker rights, like reducing the amount of time it takes for a grievance to become "stale" from 45 days to 30 days and by making a Letter of Reprimand no longer subject to the arbitration step of the grievance procedure. A Letter of Reprimand includes a 2 year freeze on normal pay raises for length of service, and should be subject to review by a neutral outside arbitrator. The County is opposing union proposals to make promotions and transfers take seniority into account and to make the employer's contribution to employee health care benefits be the same for all employees (top executives currently get a much higher amount paid by the County than what all other County employees get). With over 15,000 workers, the County is one of the region's largest employers. It sets trends for other employers. Our whole community needs to unite to defeat the harmful agenda the County is pushing. This year we're shifting the emphasis to a celebration of San Diego's neighborhoods -- where they're at and where they're headed.  The event is Saturday, August 3, and you’ll hear a lot more about it over the next several weeks.  And we're doing something special for the Idea Tournament this year.  Instead of individuals competing for the most innovative solution to a local problem, we’re inviting community groups to vie for funding of a worthwhile neighborhood project.  The winner will be awarded a $5,000 grant to fund that project presented by our partners at the Malin Burnham Center for Civic Engagement.  We invite you and your community to band together to present your idea, whether it’s a community garden, a needed design for a special new park or monument, a new streetlight or a much-needed crosswalk. ★ # 2. WED JUNE 26 at 9AM CPI is excited to support Mayor Filner’s proposal to pay prevailing wage on city construction contracts and we need your help. Hi Everyone- This is a friendly reminder about the upcoming prevailing wage hearing this Wednesday June 19th at 9am. Last month, Mayor Filner introduced example language and argued for prevailing wage at the Rules Committee. Rules Committee members directed City staff to perform an analysis and the City Attorney to draft an ordinance and bring the issue back this month for discussion. It will be returning  soon, 6/19, to Rules Committee and if approved, will go to  full council the next Monday or Tuesday, 6/24 or 6/25 . We are looking for community members to come speak in support of the ordinance and/or also to be part of the audience. We are excited that this is moving forward in a timely matter and look forward to positively impacting the community with this ordinance.   WHEN: Rules Committee, June 19th, 9am WHERE: City Council-202 C. Street, 12th floor   After the rules hearing, the ordinance is scheduled to be heard at full council on June 24th or 25th. We are not sure of the date yet but will keep you posted and hope that you can join us for both or one of these hearings.     General information about Prevailing Wage: Definition: Prevailing wage requirements mean that workers on city, state and federal construction  projects earn the average wage and benefits for similar jobs in the San Diego area.     Some of the key benefits of Prevailing Wage:   It's good for the community. We all gain high-quality public facilities. 1.    Prevailing wage attracts skilled, experienced workers who produce superior projects.  Studies have shown that skilled construction workers on prevailing wage projects are 13-20% more productive than workers on non-prevailing wage projects. 2.    Due to superior construction, facilities built by prevailing wage workers last longer and incur much lower repair and maintenance costs.   It's good for business, because Prevailing Wage Jobs Build Local Economies.: 1.  Families with more disposable income spend more in local businesses. Their earnings multiply throughout the local economy, creating income and new jobs where those earnings are spent. Each dollar paid in prevailing wages produces an estimated $1.50 in local economic activity. 2.    Businesses also benefit because prevailing wage provides fair, equal competition for construction contracts. It's good for the workers, who are our neighbors. 3.  Prevailing wage provides a pathway to middle class careers. The schools, fire stations and community centers a city builds benefit the community, and it only makes sense that its jobs should too.   4. Rather than offer low-wage, unstable work opportunities, prevailing wage projects build on apprenticeship programs that train skilled workers for lifelong careers. (Apprenticeship programs, which have active affirmative action programs, also provide an avenue for entry to construction careers for historically excluded groups, including women in the trades). It is clearly, in my opinion, the legal buying of votes for a project and influence. “Clean Elections” seems like common sense. Many years ago I was asked to run for political office. While flattered, I knew this would cost money that I did not have, and change my family life. The only way I would be able to finance a campaign would be through developer and corporate contributions. For sure, I would be beholden to those fine people paying for professional signage and airtime. When their projects are up for a vote, I would have to recuse myself. Otherwise, of course I would vote in favor. It is the supreme conflict of interest. How could it not be? These folks “put me in office,” wined and dined me, bought me trips and game tickets. How great is that! My suggestion is to return to small donations by many people for basic PR materials. The "new" Rapid Response has its first big issue  We've about wrapped up our re-organization, we are forming a board of directors,and in the process of forming into a "Think Tank" corporation like the Heritage Foundation - only the good guys. We are deciding what issues to tackle and how to fund our efforts. More on all that later. The first issue we are going to tackle is the fiasco that is San Onofre. Other groups in Southern California have done a great job in convincing The Nuclear Regulatory Commission (NRC) and Southern California Edison (SCE) and San Diego Gas and Electric (SDG&E) to permanently shut down the leaking reactors.  While that makes us all feel safer, there is another aspect of the situation that will have an effect on our lives that we will all notice even more than the fact that we are all a little safer.  The cost of this fiasco has been estimated to be somewhere between one and four billion dollars!  As far as I know, any company that makes a costly mistake has to pay for it through their Insurance Companies and stockholders.  After all, if a company takes a risk and makes a profit, the owners and stockholders get the payoff.  On the other hand, if they have a major unpredicted expense they take the loss.  There is a name for this.  It's called Capitalism.    The owners of San Onofre, SCE, and SDG&E don't see it that way.  They are approaching the California Public Utilities Commission (CPUC) to raise the electricity rates to pay off the multibillion dollar loss.  There is a good chance that they will get the rate increase and we will all be hurting for it.  The Stockholders will get off Scott free.  In fact they will likely see higher profits from the higher rates.  So what is much better choupporting the cause   We will probably try to raise money in a way similar to the way groups like OFA and Move on do, a few dollars at a time.  Perhaps you can test the concept by donating a few bucks at: bit.ly/QYcYGJ Any help would be greatly appreciated.  It's a bit out of date at the moment, but there is still a lot of information at  website: www.MuchBetterChoices.com.
