I think one thing that became apparent during the discussion is that dealing with Los Angeles the city as opposed to the greater Los Angeles area will make any rationalized water plan(s) very much more difficult to optimize. In this case the arbitrary political boundaries and, probably, the arbitrary water services divisions really get in the way of achieving the best outcome. Perhaps the model of the South Coast Air Quality Management District is a better structure to deal with regional rational water usage.  A part of this realization arises from my residence in Santa Monica where we have a parallel set of plans for becoming imported water independent that are “standalone” and, therefore, unlikely to consider a more global optimization. (But then maybe disparate plans are as much as can be expected given the political deconstruction of the area that should be considered?)
