Unless you can assure LOS (Line of Sight) between the two stations you will need to go for a lower frequency than 2.4GHz. 433MHz will work for this but the transmission power is quite restricted, and directional antennae for it are large, expensive and hard to find.

900MHz is probably your best bet as far as this goes, you will still need to make sure you have at least a clear transmission path (I.e. no mountains in the way) and may still need to use a directional antenna on both ends to assure reception.
