Hey there.

My kids are involved with the A Better Chance program (focused on college-bound programs for kids of color):  http://abetterchance.org 

I passed your question along to one of the senior program directors there, and they responded with:

The top three programs for computer science among the HBCUs are thought to be North Carolina A&T State University, Bowie State University and Florida A&M University.  To be honest, I can’t vouch for the overall quality of either of those three programs, but that’s what I was able to glean from some respected rankings online with regard to programs to consider.
 
I help students with this kind of research regularly and this would not have been top of mind for me either if that offers any consolation.
