Semantic Matching Engine

Hi,

Does anyone know of a semantic matching engine or plugin they would recommend? Not sure if I'm phrasing this properly. Basically we're working with a system where users tag content based on what they think it is. We're looking for a plugin or engine that would be able to match like tags based on synonyms or other parameters. I have not had much experience with user generated tagging systems. Any help is appreciated.
