What is a topic at the convergence of law and technology that you would want addressed at a meetup?

How do we get basic technology into gov't offices? Brooklyn Federal Court has decent software, but Brooklyn Civil is entirely paper-based. Incorporating in NY still requires a fax. Even the US Patent and Trademark Office has a clunky website. How do we help these gov't offices improve their technology?
