Abstract:
The presentation covers a systematic approach to “Vibe Coding”, in the context of the public housing sector in the UK.
I will cover the public data used, the importance of the tool I built, and share my systematic workflow, addressing challenges like the AI skills gap in the public housing sector, and emphasising the importance of planning in projects using AI tools. I will also share how it is possible with a base-level of understanding of systems architecture to produce robust applications.

Tom Stephenson is a Senior Planning Manager at Bovis, organising committee member of HAILIE, and a new MSS member with ten years’ experience leading programme management on complex, multi-billion-pound urban regeneration projects across London and Birmingham. He has delivered strategic outcomes on mega-projects and fifteen-year masterplans exceeding £4.5bn for clients including Haringey Council, Birmingham City Council and Newham Councils. Tom has expertise spanning development planning, project management, risk management, engineering management, surveying, forensic delay analysis, and statutory processes including CPO and planning applications. Previously at Multiplex, he successfully planned and managed the high-profile One Nine Elms project. Tom holds a BSc in Quantity Surveying and Commercial Management, has received ‘Bright Spark’ and ‘Rising Star’ awards from industry, and is actively engaged in Bovis’s AI Community of Practice, where he has developed software solutions to address industry challenges.
