I'm making the (possibly unreasonable) assumption that the new guy isn't 
building production apps from scratch, by himself even if he is 
experienced in the technology. I'm also making the assumption that the 
average is dragged down by people who should be in another line of work, 
and that anyone hiring programmers wants very much to avoid hiring any 
of those.
