I think he could start at Ultralight Start-Ups. It's a long-running meetup type event run by Graham Lawlor that, I think, is a critical breeding ground for entrepreneurs looking to understand the start-up economy and get advice and support from others in the space. Graham is a truly nurturing those who are just beginning. You can learn a lot at his events.

Hey Folks,

A friend of mine with very little web experience has a fairly compelling idea (don't we all) for a web app and is looking for some resources that can get him started in the right direction as far as the earliest stages of development are concerned. I can't imagine how many combined years of experience this list has so I thought I'd ask here before I send him my obligatory 'let me Google that for you' link.
