For this sort of thing, let me plug the South Street Seaport -- fantastic view of the Brooklyn Bridge, free WiFi, lots of tables/chairs, lots of room, and since the hotspot is on the same floor as the food court (third floor of Pier 17), you know what to do when you get the munchies. The downside of this place is the location of the power outlets. See for location information, etc.
The Downtown Alliance has set up at least eight free wifi hotspots in Bowling Green, the Vietnam Veterans Plaza, the 60 Wall Street Atrium, and more. See for details.
Starbucks is nice too, but you have to pay for your connection. There are a number of smaller and just as cozy coffeehouses in lower Manhattan with free wifi but I haven't used them so I cannot give you my opinion of them as a venue. The major problem with parks is lack of power outlets, otherwise, I guess, that would be a way to go as well.
