Totally dependent on the video creation/source/type, no? You can line up a primary video source, along with fallbacks, so depending on browser, it could be one of several different types of video, right?

My first guess would be...making that area of the video clickable when the specific time comes?

However, I am fairly confident that one would be limited to the outlet that is displaying the video. For example...if it was on a personal site, it may be doable, but if it was on probably would not?
