At the risk of giving a very short answer...

Because you state heavy graphical reporting and enterprise app integration, I'd recommend ASP .Net.  SQL Server Dev and Enterprise editions have an integrated service called Microsoft Reporting Services (MSRS) which allows for ad hoc browser based SQL creation (which really can be.customized).  There's no other product on the market like it, except for Business Objects which is $50000 per seat (albeit with more functionality).  But with a good $1000 AJAX charting component control suite for ASP.Net you should be able to duplicate the real-time web 2.0 responsive RIA dashboard charting interface that BO gives you.
