Free or low-cost web tool? (Need ideas)

Hi,

My group, the AIDS Policy Project, is organizing a letter-writing campaign to the head of the National Institutes of Health urging more funding for AIDS cure funding. We are doing this the old-fashioned way, where we supply talking points, a sample letter, and an address, and we track the number of letters being sent in by asking people to send us a note when they send the NIH guy a letter.

In the future, we're going to want people to send letters to members of Congress.

Is there a better way to do these things that we might be able to afford? We do have a skilled (volunteer) web master.
