I agree with Rich though I would have thought that the spots are more based on condensation and dirt accumulated. While the moving artifacts are fluff that have static properties and cling to surface. Either face always turn the camera down and blow air to move the lose pcs.
As for the spots, get a pointed light and try to look at the sensor at an angle to see if the surface has contaminants on it. Than with the swab, try to tackle the whole surface but mar require messaging the spots more....Perhaps you have experienced such spots on filters where with the lens cleaner they don't go away ever!
Last resort - PS for fixing minor dirt marks.
