Note, that's it's possible to compile down C++ to efficient javascript
using enscripten and asm.js, so potentially some frameworks like
opencv could be ported to javascript.

Probably for just learning the algorithms, something like matlab,
octave, or numpy are good options. I think actual javascript is a
little tricky because it doesn't support operator overloading, and ML
is very linear algebra heavy. Not a show stopper, but if you are just
getting started it may be a bit cumbersome.
