Frank, the 2 areas have different rules.  There is no flying in the 10 NM "inner core."  Sometimes there are exceptions to that, where you land at a gateway airport and  clear TSA before going into the inner core.  I think they have that at HPN, and ISP is a gateway.  Don't remember, and I'm not going there, so I don't care.

The outer core is less restrictive.  You merely need to be on an active VFR or IFR flight plan, and in contact with ATC on a discreet beacon code.  So it's a Cub ban.

During the hours that the 10NM TFR is not in effect, you can transit the area on a flight plan with a transponder on a discreet code.  When it is in effect, you cannot transit unles cleared by the TSA.
