Bill's points are spot on, both in practicality and inherent dangers. In order to get the attention of a Politician you have to incent them. The Drone Industry is going to be a multi-billion dollar Industry. That means jobs. There isn't a Politician in a Democratic society who isn't interested in Jobs (Jobs are the most precious Commodity in the world). Because jobs are the one true commodity that will keep them in Office. Sell it as "Pro-Job creation". With all due respect, your not going to get their attention with "Hobby Drone enthusiasts", it's not a big enough voting block. 

Embrace the FAA ( I know, a Government Bureaucracy, very difficult to deal with), acknowledge the inherent dangers in an 'unregulated' UAV society and suggest solutions to address them. Unfortunately, the UAV world has, and is, going to change. As often is the case, for the good, and the bad. You can't go back, you have to adapt.
