Back in 1985 when I didn't know better I worked as a caretaker at a research facility.   The USDA did surprise inspection.   They sent a notice  2 months ahead indicating the day and time  of the surprise inspection.  They arrived precisely at 1:30.  Looked in 2 rooms out of 50 and five minutes later they and the lab administrators all went to lunch at a very expensive restaurant. 
Guess what.?  The place received their top grade.
