And Toyota, in turn, has innovative ways to keep the pollution controls from lowering mileage so much. When you turn off the Prius, a small pump runs for a short time. This pumps the hot exhaust into an insulated tank. When you start the car again a short time later, the hot exhaust is released into the catalytic converter so that it saves energy and shortens the time before the exhaust is being cleaned.

Along with the pollution control came anti-crash/injury safety stuff like roll cage structure built into the frame and roll bars on convertibles which added weight and is one of many factors which decrease mileage.

All the pollution control technology that has been added onto cars and small
trucks has also cost in less miles/gallon or fuel efficiency, I've heard.  And what
influence has the oil and gas industry had on lobbying about fuel efficiency in
American cars and trucks?

Honda and Toyota made cars in the late 80's early 90's that got 40-50mpg. I know because I owned a civic that got 45mpg. They were unable to keep making these because of govt forced safety standards which added weight. I know people who have taken their old civics and can get 60+ mpg out of them using todays engines and technology.

VW has had a disel/electric hybrid on the books since 2008 but slow to get to any dealer and impossible to get in the US. Part of it is the perception that US buyers won't accept diesel because of the old, smoky ones from the 70s/ 80s. How about an ordinary sedan that gets 80 - 100 mpg. They exist; you just can't buy them here. If VW can do it, why can't Ford and GM?
