I'm not sure which places do short-term drop-ins, but these are my favorites in DC:

WeWork (http://wework.com) - Dupont, Shaw, and Chinatown

Canvas (http://canvas.co) - near Farragut

I'm sure there are lots of others that folks can offer, but those two options both have locations in areas well-served by public transit and surrounded by decent food/coffee options.
