Restarting Mongrels from Admin Interface

Hi group,
Awhile back one of our developers discovered a tool that allowed admins to view mongrel stats and restart them with a click of a button. Recently we decided to try it (as we work through some memory leak issues we need to allow anyone in the company to restart mongrels without logging into the server), but can't seem to find this tool anywhere. Does anyone know what/where this is?
