The only possible reasons behind this failed access could be:
1. Firewall blocking non standard port
2. Application level network block.

How to get it working:
1. Try to see if you get a response on that ip port combination using your laptop ( you can use burp suite for this )
2. Get the standard port insteAd of the default port, try with 80

If you're able to access Internet from your laptop using office WiFi, you could experiment with routing the phone to WiFi via your laptop.

You could possibly try with something like running an MITM server (though the use case is different for an MITM server) and routing your phones network via this and see what's happening.
