HTML 5 is in the process of being released. Another option is XHTML, though I am not sure the versions of those.

UML is Unified Modeling Language. It's nothing related to HTML at all. UML is for creating diagrams, flow chart like things and so on. But I am not a lawyer so don't quote me on that.
