The California Citizens Redistricting Commission has finished its first-ever update of the state’s assembly, senate, congressional and board of equalization districts. Moving the process away from the state legislature and to a citizens commission has resulted in major changes for Escondido. The city had been included in districts that looked westward to the coast, and which contained a large percentage of Democratic voters. The new Assembly district is compact and inland only, including Escondido on the south and Temecula on the north. Monday's controversial push to put the operation of San Diego's Miramar Landfill up for competitive bid led City Council President Tony Young to issue a verbal smackdown on colleague and 2012 mayoral candidate Carl DeMaio.

DeMaio, a Republican who is often critical of the Democrats on the council, lit Young's fuse during the council debate by accusing council members of allegedly going back on their previous promise to move forward with a competitive bid for the city's landfill work. The scuttlebutt prior to the hearing was that a council majority would block the current proposal.

"What we can also assume, unfortunately, is that organized labor once again has influence on the City Council," DeMaio said. "How do we know that? Well, these same City Council members just a year ago were out campaigning for your vote on Proposition D, the sales tax increase. And one of the 10 conditions included opening Miramar Landfill up to competitive bidding, but here they sit today saying that they're not willing to support that. My how things have changed when they're not trying to get into your wallet. I ask my colleagues to be true to their word."

DeMaio's harsh words led one of his council colleagues to point out that he was comparing apples and oranges.

The condition he mentioned had nothing to do with managed competition, a voter-approved process that allows private firms to bid against public employees to provide city services at a lower cost.

The condition attached to Proposition D called for the city to solicit private companies to submit their qualifications for operating the landfill. In other words, the city would essentially sell its operating rights to the highest bidder.


Mayor Jerry Sanders did just that last year to no avail. None of the private companies that kicked the landfill's tires even made an offer. Sanders then announced earlier this year he would proceed with managed competition for the landfill where the city would retain the rights and responsibilities for the 1,400-acre site but see if a private bidder could run it cheaper than city workers.

Councilman Todd Gloria pointed out the flaw in DeMaio's logic, asking one of Sanders' deputies, Wally Hill, if the Prop. D condition was about selling the landfill or contracting it out. Hill said the condition involved a sale.

Then Gloria said: "Which is different than outsourcing or contracting out?"

Hill replied, "Yes."

When Gloria finished, the typically mild-mannered Young stepped in to give DeMaio a dressing-down for his comments.

Young said: "You just disparaged this entire council, in what their intentions were and what we are trying to accomplish here today. You gave the impression that the only reason why anyone would not support this proposal is because of some outside influence. You heard some of the issues that were brought up today, Mr. DeMaio, related to environmental issues. You heard issues related to the federal government who owns this piece of property and what the impacts would be. And because of your ambition, you decided to throw this entire council under the bus and I'm just letting you know that I don't appreciate that."

Loud applause erupted from the large crowd of labor supporters and environmentalists in the council chambers before Young continued.

"And I would appreciate in the future that you would choose your words wisely when you think that you can disparage this council without having any rebuttal by at least this council president," he said.

Ryan Clumpner, a DeMaio spokesman, said the councilman was well aware of the difference between a sale of the landfill and managed competition. DeMaio's point was that the council had agreed to the more aggressive move -- a potential sale -- last year and now appeared to be balking at the weaker reform of managed competition, he said.

"The fact remains that the Council has a poor record on managed competition, with only one completed competition in the five years since voters passed Prop. C," Clumpner said. "Council member DeMaio commends the council for the vote yesterday concerning Miramar Landfill. Council President Young and the other members who voted for managed competition did the right thing."

The council voted 5-3 in favor of the competitive bid, with Democrats Young and Sherri Lightner joining DeMaio and the two other council Republicans in support.

Proposition D, which would have increased the city's sales tax by a half-cent for five years, was roundly rejected by voters last November.
