Proposal for C# programmers - LOI

Hi!

I have an opportunity to bid a government contract that includes C# programmers.
My company is me but I need to expand to 5 for the project.   It was suggested that I identify C# programmers and have them sign a "Letter of Intent" that is non-binding.
Although it is non-binding, it shows the client that I have lined up a team to do the work.

Does anyone know where I can get a sample LOI for this?
