There are feral feline groups in the Portland and Bangor areas.  Where is this colony?

Hello animal advocates,
I recently moved to an area which has a large feral cat population/colony.  They are at least 40 and are fed  by good people in the neighborhood.  Please help these cats and give me suggestions on help trapping/feeding/humanely dealing with them before they all suffer and die of cold and starvation this winter.  I did call friends of feral felines but have not heard back yet.
