Brainstorm robot design for ARGOS challenge

As usual, the meetup topic described below is just my proposal but we are definitely not limited to it and can talk about whatever you find interesting.

Recently, I've got to know about ARGOS robotics challenge (http://www.agence-nationale-recherche.fr/ARGOS-Challenge) organized by Total (French oil company). The goal is to build robot which can navigate and perform inspection tasks in autonomous and remotely controlled mode across gas and oil sites similar to the one pictured below.

Yes, there are a lot of stairs and narrow places :-) . I think it might be interesting to discuss innovative ideas how to accomplish this task taking in account extreme weather and environmental conditions. Total offers good funding for selected teams (3 to 5) - 500K Euro for 1.5 year and 500K Euro as a bonus for the winner. So maybe we would find the cool idea how to solve this task easily build up a team and can compete for 1M funding! ;-)
