On establishing an 'econiche' for creative knowledge growth and progress

Popper's humanist and optimistic critical rationalist approach to problem solving is applicable to politics, science and many other human endeavours. What is this approach and how do we create the conditions for it to flourish both personally and publicly? As always, some material will be provided to stimulate discussion.
