Cafe Philo: cultural integration?

QUESTIONS
"How much should immigrants take on Aussie values?"
It may be helpful for this practical question to be considered as reflecting three broader philosophical questions:
#1 - What are a nation's values?
#2 - Is it right to expect others to adopt a nation's values? (cf human rights)
#3 - What means might be legitimately used to promote cultural integration, eg: model, educate, encourage (reward), endorse, enforce (regulation, punishment), etc?
