So far, very precise, robust, and general scaling laws have been discovered in predictive systems. These laws have made it possible to better predict and understand the evolution of these systems over time. However, these laws tend to work less well when applied to tasks that are not purely predictive—and especially in systems with agency. How can we formulate scaling laws for systems with agency?
