Parliament is a highly complex domain. Knowledge management in complex domains presents challenges. Many of the constraints do not arise from technology choices but rather from the complexity inherent in a loosely coupled democratic system which is necessarily flexible, adaptive and evolutionary. This presentation looks at the importance of non-technical approaches to succeed in such an environment.
Looking at creating ontologies, using bounded contexts to represent multiple viewpoints across a single problem space, the discussion will also cover the use of domain-driven design, working in the open and Cynefin to mitigate challenges.
Michael Smethurst is a data architect with the Parliamentary Digital Service and a big fan of librarians. Before joining Parliament he worked for BBC R&D. He has been tinkering with the (semantic) web for many years.
Anya Somerville is a librarian at the House of Commons Library. She thinks librarians and data architects work well together and is hopeful that nuances of knowledge management might avoid being flattened by the relentless march of the machines.
